What is a proposal?

A proposal is a formal document that recommends a course of action to a decision-maker. It must be persuasive, structured, and specific.

Structure
Title → Introduction → Current situation → Recommendations → Conclusion
Format
Use section headings (Introduction / Findings / Recommendations)
Length
140–190 words
Tone
Formal and persuasive. Use would / could / should.

Language for proposals

Stating purpose
The aim of this proposal is to…
Describing problems
It has been noted that… / There is a clear need for…
Recommendations
It is recommended that… / I would suggest that…
Benefits
This would result in… / The organisation would benefit from…
Closing
It is hoped that these recommendations will be given serious consideration.
Unlike a report, a proposal looks forward and argues for a specific future action.

Model structure

Introduction
This proposal aims to outline improvements to the college library.
Current situation
At present, the library closes at 6pm, preventing evening students from using it.
Recommendation
It is recommended that opening hours be extended to 9pm on weekdays.
Conclusion
These changes would significantly improve student satisfaction.
